After boosting their options at fullback and in midfield, Arteta is now thought to be turning his focus towards signing a new goalkeeper to compete with Bernd Leno.
The Gunners had possessed a solid back-up in Emiliano Martinez, but allowed him to join Aston Villa in a £20million deal, relying on Alex Runarsson to be number two to Bernd Leno.
But while Martinez starred for Villa, keeping 14 clean sheets as they just missed out on a top-half spot, Runarsson failed to impress when called upon.
That saw the Gunners sign Mat Ryan on loan from Brighton for the second-half of the season, but they are now in the market for a permanent solution.
The man Arteta wants to provide that solution is Aaron Ramsdale, who has been relegated from the top-flight in two successive seasons, first with Bournemouth and then with Sheffield United.
The Gunners are understood to be lining up a £30m bid for the England international, which has led to O’Hara blasting their decision making.
“They got rid of Martinez, who’s a brilliant keeper for what, £20million or something? Let him go, a snip, was one of the best keepers last season.
“And now they’re gonna go and sign someone from a relegated team for £30million, what are they doing?
“Who is doing their business there? Seriously. What are they doing? They are a mess.”

O’Hara did admit that the expected arrival of Ben White was a “great signing”, but insisted that the Gunners will need far more than the Brighton man to return to the top of the Premier League.
He was scathing in his assessment of Ramsdale, who kept just five clean sheets last season and conceded 63 goals in the Blades’ plummet to the Championship.
“They’re signing a keeper who’s not as good as the keeper who they had. They sold a keeper for £20million and they’re bringing in a keeper who’s not as good as him,” O’Hara added.
“Aaron Ramsdale is not as good as Martinez. It’s questionable [that Ramsdale is better than Leno]. Bernd Leno’s a decent keeper. £30million?
“Alright Ben White, really good signing, I think that’s going to be a success, I think it’s a great signing, £50million for someone from Brighton is ridiculous money, but that’s just the way the market is.
“Especially with English players but come on, Arsenal need more. They need Antonio Conte as manager, that’s what they need.”
